The construction sector
This construction sector survey conducted by OSKA aims to provide information on what kind of labour and skills will be needed in the sector over the next ten years, and proposes ways to meet these needs.
The construction sector is one of the largest economic sectors in Estonia, employing over 8% of the workforce.
In total, 43,120 people were employed in the main professions included in the construction survey in 2022, of which one third were managers and specialists and two thirds were qualified workers. According to OSKA’s forecast, the number of jobs as a whole in the main professions of the construction sector will not change significantly over the next decade, but there will be a marked increase in the need for planners and landscape architects. The next generation of civil engineers will not be sufficient to meet labour needs. More architects are being trained than the labour market needs, but with landscape architects, it is the other way around.
Technological developments and green policies will be the main drivers of the sector’s development as well as its skills and labour needs in the next decade.
Construction workers need to develop management, digital, and green skills, and focus more on the holistic built environment and a lifespan-oriented approach to construction.
